Analisis Hambatan Komunikasi dan Kejelasan Peran dalam Manajemen Crew Sign On PT SNEPAC Shipping

Crew sign-on management is a crucial process for ensuring smooth crew changes, allowing vessel operations to proceed according to schedule. However, the process still faces obstacles regarding communication and role clarity among the involved parties. This study aims to analyze communication barriers, role clarity, the resulting impacts, and measures taken by PT SNEPAC Shipping. A qualitative research method with a case study approach was employed. Data were collected through observation, in-depth interviews, and documentation involving crewing managers, documentation officers, administrative staff, and crew members. Data analysis was conducted using the Miles and Huberman model. The results indicate that communication barriers stem from principal schedule changes, delayed information transmission, administrative requirement shifts, and multi-party coordination complexities. Role clarity across departments is well-established, although high coordination remains essential for sudden changes. These obstacles cause adjustments to departure schedules, increased coordination efforts, and travel administration modifications. Mitigation measures include re-verifying information, strengthening principal communication, document pre-checking, and optimizing official communication channels.
