Abstract

This study aims to analyze the loss of cargo (cargo shortage) due to changes in draft on the MV. Andhika Shakilla during coal loading activities in the anchorage area. This problem arises due to the difference between the amount of cargo recorded in the cargo document and the results of the draught survey calculation, thus potentially giving rise to claims, financial losses, and reducing the trust of parties involved in shipping activities. This study uses a descriptive qualitative method with a case study approach. Data collection was carried out through direct observation on board the ship, interviews with parties involved in operational activities, documentation, and literature studies. The results show that changes in draft are influenced by several factors, namely ballast conditions, fuel and freshwater consumption, cargo distribution, water density, tides, trim, list, and inaccuracies in reading draft numbers. In addition, differences in measurement procedures between the loading port and the discharge port can cause an apparent cargo shortage or apparent lack of cargo. The impacts are not only technical, but also administrative and financial, such as differences in cargo calculations, claims from related parties, and economic losses. Therefore, it is necessary to strengthen the implementation of Standard Operating Procedures (SOPs) for draught surveys, increase monitoring of ship conditions prior to measurements, and provide regular training to crews to improve accuracy in draught surveys. This will minimize the risk of cargo shortages and improve the accuracy of cargo calculations.
